Koutoku appears as a rather unimposing, wrinkly man with a long black beard, wearing the royal robes and mian crown formerly worn by his brother.
Not much is known about his personality, but Koutoku seeks strength for his army and yearns for more power. Despite this he is easy to manipulate where Gyokuen Ren took advantage of their nuptial status where, after Koutoku's death, Gyokuen became empress of the Kou Empire.
Koutoku was the younger brother of the Kou Empire's First Emperor, Hakutoku.
Ten years before the start of the story, his brother and two of his nephews, Hakuyuu and Hakuren, died in a revolt. Koutoku became the Second Emperor since there was no suitable successors to the throne at that moment. He adopted the two surviving children of his brother, Hakuei and Hakuryuu, letting them keep the titles of prince and princess. Koutoku later married his brother's wife, Gyokuen.
At the Imperial Palace, a man who appears to be an Al-Thamen member reports recent military activities to Koutoku. Upon hearing the news, Koutoku demands more Dungeon Capturers to strengthen their army using the power of a certain oracle, whom he hasn't seen in a while.
- His name means Crimson Virtue.
- "Koutoku" is the Japanese pronunciation; in Chinese his name would be Hóngdé.
